Appendix D of the program's guidelines outlines the procedures for developing a service plan, with a specific focus on how participants can make informed choices about service providers. One key aspect of the service plan development process is the informed choice of providers. To ensure that participants have access to qualified providers who can meet their needs, the ABI Waiver Program contracts with a fiduciary who develops a provider listing. This listing is organized by service type and geographic coverage area and includes only providers who meet the qualifications set forth by DSS to service waiver participants. Case managers are responsible for sharing this provider listing with participants and facilitating opportunities for them to speak with and/or interview prospective providers prior to selection. In addition, participants are able to contact the fiscal intermediary to get an updated and customized listing of the provider directory. For household employees, a background check is conducted by the fiscal intermediary, and the results are shared with the consumer to aid in their selection.
